VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 ANTICIPATED TRANSIENT WITHOUT SCRAM - ANSAC DESIGN Your letters of September 23, 1986 requested a schedule for addressing the plant specific design features discussed in your Safety Evaluation of Topical Report (WCAP-10858) "AMSAC Generic Design Package," and a schedule for implementation of our plant specific design.

In our letter of October 31, 1986 Virginia Electric and Power Company committed to provide a schedule for submitting plant specific design features, and a schedule for implementation of the final design.

It is our intention to submit the plant specific design features for the ATWS Mitigation systems by July 31, 1987. The schedule for installation of the ATWS mitigation systems is consistent with our three-year outage forecast and is as follows:

Surry Unit 1 Refueling Outage End of Cycle 10 (05/89 - 06/89)

Surry Unit 2 Refueling Outage End of Cycle 10 (10/89 - 12/89)

North Anna Unit 1 Refueling Outage End of Cycle 7 (09/88 - 12/88)

North Anna Unit 2 Refueling Outage End of Cycle 6 (03/89 - 04/89)

Due inpart to the delay in issuance of Generic Letter 85-06 " Quality Assurance for ATWS Equipment that is not Safety-Related" and the staff's Safety Evaluation Report on Topical Report WCAP 10858, "AMSAC Generic Design Package",

installation of the ATWS mitigation systems at our nuclear stations is now scheduled beyond the date designated in 10 CFR 50.62(d).

As noted in our October 31, 1986 letter, the identified schedule also addresses the added time due to our selection of a different functional design since the issuance and as a result of the staff's SER. The installation schedule is based on the time requirements to complete the engineering design and lead time necessary for equipment delivery consistent with our three-year refueling outage forecast.
