Change the schedule for completion of the Phase I Access Control Area modifications (RIP Milestone #7.3.3-3) from " prior to the start of l
Refueling Outage #7" to March 27, 1987.
1 Justification This change is requested to accommodate a recent decision to enter into Refueling Outage #7 earlier (July 25, 1986) than originally I
planned due to present outage work scope and schedule impacts, and to reflect the time lost due to Boston Edison and contractor work stoppages.

- BOSTON EDISON COMPANY October 30, 1986 Dr. T. E. Murley The original Access Control Modification schedule (September '86 completion) was being worked successfully until impacted by the work stoppages from early May through July, 1986.
The modification work, which involves demolition of old work areas, construction of new HP and Radiochemistry work areas and installation of sophisticated portal monitors is continuin; with high priority.
The portal monitoring equipment has been ordered and we expect installation and check out of portal monitoring equipment for the Main HP Checkpoint to be completed by December 1, 1986.
Completion of the other work area improvements and portal monitoring installations are expected to be completed by March 1987. However, temporary HP facilities are being provided as required to support the outage needs.
In the interim, manual frisking stations will'be uttilzed and personnel frisking performance monitored and reported to management by means of the independent onsite radiological assessor.

activities from the existing Radiological Oversight Committee (ROC),
reporting to the Chief Operating Officer to an experienced alternate and BECo-independent radiological oversight committee reporting to the Vice President-Nuclear operations.
The use of a BECo-independent onsite radiological assessor reporting to the oversight committee would continue with the new committee taking over in January 1987.

Justi~fication Boston Edison's Radiological Oversight Committee (ROC) which, under the " Interim Plan" of BECo's response to the " Order", was chartered to maintain oversight and assessment of the Radiological Improvement Plan (RIP) implementation, has completed its function.
The RIP has been monitored for implementation and the ROC has evaluated the effectiveness of the program actions.
The results contained in ROC's effectiveness assessment report of RIP implementation identified several concerns to upper management and Therefore, BECo considers this these concerns are being acted upon.
Committee's task / program commitment complete.
Notwithstanding that one (1) RIP Milestone commitment remains to be completed, (Access Control Area Modification), and that some program implementation concerns have been identified, SECo believes-that-significant improvement.has been made.in..the. control.of radiological ~
