Dear Mr. Denton:
This letter responds to the NRC staff request that Georgia Power Company (GPC) attest to the accuracy of the Vogtle Electric Generating Plant (VEGP) Unit 1 Technical Specifications.
The accuracy of the VEGP Unit 1 Technical Specifications has been established through an extensive and integrated development process.
This process has involved reviews by GPC, Southern Company Services, Bechtel Power Corporation, and Westinghouse personnel.
This process has oeen reviewed and concurred in by GPC's Safety Review Board.
The VEGP Unit 1 Technical Specificanons include the Final Draft Technical Specifications transmitted to GPC by Reference 1, comments provided by References 2, 3, and 4, j
and the incorporation of comments as documented in Reference 5.

GN-1304 Page Two To the best of our knowledge, the VEGP Unit 1 Technical Specifications currently reflect the as-built plant and the current VEGP FSAR, as supplemented by docketed letters.
Furthermore, we are not aware of any conflicts, other than those identified in Reference 6, between the VEGP Unit 1 Technical Specifications and the NRC staff's SER analyses.
Based on discussions with the staff during the Technical Specification development process, it is our understanding that the identified conflicts have been resolved.
In addition, there are certain pre-operational tests (as discussed in References 7 and 8) which may not be completed prior to fuel load. Subsequent to the completion of these tests, certain parameters appearing in the
. Technical Specifications may require revision.
(For example, the flow rates for the ESF filter systems may require updating upon completion of flow balancing.)
