Dear Mr. Denton:
Below please find a discussion of Confirmatory Items 28, 29 and 30, and the actions taken to date to resolve them.
Confirmatory Item 28, Compliance with NUREG-0737, Item II.K.3.1-
"The staff considers this issue resolved subject to confirmation that the-test of the automatic block valve closure system following installation has been performed to the requirements of this TM1-2 Action Plan item."
Preoperational test 1-388 has been completed and the test results verify that the controls for. the PORVs-automatic block valves will close the valves on decreasing pressure as required by TMI-2 Action Plan Item II.K.3.1.
Confirmatory Item 29 Capacity of each reserve auxiliary transformer - to start and run the loads of both Class IE trains "During the preoperational and startup phases at Vogtle each reserve auxiliary transformer will be tested to evaluate its loading capability.
If either reserve auxiliary transformer fails to show a capability to
- accomodate both Class IE trains, a Technical Specification limitation will be added to prevent energization of both ESF trains from a common reserve auxiliary transformer."
This testing has been completed in preoperational test 1-300-01 and the results ~ confirm that both reserve auxiliary transformers are capable of accomodating both Class 1E trains in conjunction with an ESFAS actuation signal. Since the Unit 2 design is similar to the Unit I design, this testing is equally applicable to Unit 2.

-January 9, 1987 Page 2 Confirmatory Item 30, Verification test results for the adequacy of plant electric distribution system voltages "The applicant has committed to conform to Position 4 of BTP PSB 1 which outlines a verification test to be performed to verify the results of its voltage analysis by using actual voltage and current measurements taken on the Class IE electrical distribution systems."
This testing was performed using the guidance of Position 4 of BTP PSB 1 as part of preoperational test 1-300-01.
Some of the data
- obtained, however, was invalid; consequently, retesting will be performed and the complete test results will be analyzed and verified prior to 5 percent power.
Based on the results of the testing described above, GPC considers Confirmatory Items 28 and 29 to be resolved.
Item 30 will be resolved prior to 5 percent power.
