During discussions with members of your staff the following information was requested.

Below are complete-data taken with regard to neutralization. number and mercaptan levels in Vogtle's Unit I diesel generator fuel oil storage tanks:

<0.0002 0.10 These data form the basis for our statement on January 2, 1987 that it is unlikely that values for these parameters as high as the above (0.01% and 0.4) will be delivered to the site.

Notice that the proposed limit of 0.1 for neutralization number would be too restrictive based on the above data.

Because initial drafts of technical specifications did not require the prompt (i.e. on-site) analysis of fuel oil for neutralization number and/or mercaptan, Georgia Power did not intend to perform these tests on-site.

X7BC35 January 8, 1987 Log: GN-1303 Page Two To perform these tests some equipment and chemicals will have to be purchased and set up, procedures developed, and training effected.

For neutralization number we need special electrodes suitable for millivolt measurements in non-aqueous media, and chemicals for non-aqueous buffers. For mercaptan we need special silver electrodes, chemicals, and an automatic titrator for precise titrant addition.

Our procurement department indicates a lead time for electrodes and titrator of three weeks, and for chemicals of two weeks.

Training and procedure development should require about one week.
