NOTIFICATION OF DIESEL FIRE PUMP DRIVER REPLACEMENT Big Rock Point Technical Specification 3.7.11.1.a requires that a Special Report be sent to Region III Administrator when the Fire Suppression Water System is inoperable for greater than seven days. During the 1987 Refueling Outage, we are replacing the diesel fire pump driver and the activity is expected to last more than seven. days. The current outage schedule has this activity starting on January 12, 1987 and completed approximately January 31, 1987. Our interpretation concludes that a Special Report would not be re-quired for two reasons:

Replacement is a planned maintenance activity and an equipment failure did

-not occur.

2.

NRC Region III and NRR are aware of the planned change out as evidenced by the "Backfit Analysis" performed by Region III.

After reviewing this position with the Resident Inspector and NRR, it was decided that in lieu of a Special Report, an informational letter should be sent to NRC notifying them of the planned maintenance activity.

During the change out the plant vill remain in a " shutdown" condition and to ensure that fire suppression is available, the electric fire pump will not be taken out of service. Should the electric fire pump fail, procedures are in place per Technical Specification 3.7.11.1 to notify the Charlevoix Fire Department to standby.
