Dear Mr. Chairman:
Public Law 97-415, enacted on January 4, 1983, amended Section 189 of the Atomic Energy Act of 1954 to authorize the Nuclear Regulatory Cemission to issue and make imediately effective any amendment to an operating license upon a deternination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing.

In addition, the legislation requires the Connission to periodically (but l
not less frequently than once every thirty days) publish notice of any amendments issued, or proposed to be issued, under the new authority above.
Enclosed for your information is a ccpy of the Cotoission's Biweekly Notice of Applications and Amendments to Operating Licenses involving no significan; hazards considerations, which was published in the Federal Register or.
