Commonwealth Edison is the holder of National Pollutant Discharge Elimination System (NPDES) Permit No. IL0048321 for Braidwood Station.
The enclosed letters request modifications to the permit and are being submitted in accordance with Section 3.2 of Appendix B of Facility Operating Licenses NPF-72 and NPF-77.

Modification of NPDES Permit No. ILOO48321 Braidwood Generating Station
Dear Mr. McSwiggin:
Commonwealth Edison hereby requests modification of the subject permit to allow for discharge of water from the station's cooling pond to replenish nearby man-made ponds whose water was or is to be pumped into the station's cooling pond for use as non-contact cooling water.
The nearby ponds are being pumped to provide enough cooling water to continue station operations, as low flows in the Kankakee River prevent the station from using it as a water source.
It is commonwealth Edison's intention to replace this water and restore these ponds to their original state once conditions in the Kankakee River allow us to resume pumping from it.
Based upon conversations between Edison and Agency personnel on August 9, 1988, it is understood that pumping water to these ponds requires an NPDES permit.
We, therefore, request that the subject permit be modified to allow this discharge and hereby waive the 10-day pre-notice period in order to expedite the. modification.

Proposed Modification of NPDES Permit Number ILOO48321--Braidwood Station
Dear Mr. McSwiggin:
Commonwealth Edison requests that the subject permit be modified to allow the addition of bromide salt for biofouling control in the station's circulating water system.
The station has experienced problems with biofouling, both in the main condensers and in the service water system. We wish to modify the permit to allow the use of bromide salts to augment the sodium hypochlorite.
Such a modification would allow us to increase the effectiveness of our biofouling control system while at the same time significantly reducing the amount of chemicals needed to be added to control fouling. We project that the current feed rate of 385 gallons of sodium hypochlorite per unit per day can be reduced to 96 gallons of sodium hypochlorite and 20 gallons of bromide salt solution per unit per day.
While feed rates are subject to change based on operating experience, our guiding principle in setting them will be to remain in compliance with the permitted limits of 0.2 mg/l for total residual halogen measured as total residual chlorine.

Permit Modification for Braidwood Station NPDES Permit No. ILOO48321
Dear Mr. McSwiggin:
Commonwealth Edison hereby requests modification of the subject permit, allowing for redesignation of Outfalls 002 and 003, now known as "Construction Runoff", as site stormwater runoff, and withdrawing monitoring requirements for these outfalls once construction is finished, until applicable regulations for uncontaminated stormwater runoff are promulgated. Construction activity at the station site is winding down and, in approximately eight months, those areas disturbed by construction activity will have been stabilized by grading and paving, rocking, or seeding. Vater flowing to these discharges via the storm sewers will no longer be representative of runoff containing contamination associated with construction activity, but will consist of uncontaminated stormwater runof f that is essentially no different than that from any other finished site in the state.
Ve, therefore, request that the permit be modified to include the provision that these outfalls will be redesignated and monitoring requirements and permit limits for them will be withdrawn once the site has been stabilized.
