RESPONSE TO STAFF REQUIREMENTS MEMO CONCERNING POLICY PAPERONPLANTLIFEEXTENSION(M880712B)

On July 13, 1988, the staff briefed the Comissiori on a recommendation to publish an advance notice of pr 90 sed rulemaking on license renewal for nuclear powerplants (SECY-88-180). As a result of that briefing, you requested information on the age of the oldest fossil-fueled power plant in the country.

Based upon information obtained from the Department of Energy, the oldest plant is Front Street Unit 2 which is located in Erie, Pennsylvania. Owned and operated by the Pennsylvania Electric Company, the unit is a coal-fueled 10 Mwe cycling or peaking unit constructed in 1917. DOE has learned that the company plans to retire the unit in 1990.

The staff has also learned from DOE that for plants between 70-100 Mwe (about the size of the Big Rock Point and Yankee Rowe plants) the oldest base-load fossil. fueled plant is C.R. Huntley Unit 63 located in Erie County, New York.

Owned and operated by the Niagara Mohawk Power Corporation, the plant is a Codl. fueled 92 Mwe unit which has been on line since 1942.

The Commission was briefed by the staff and the Office of the General Counsel on a recommendation to publish an advance notice of proposed rulemaking on license renewal for nuclear power plants (see SECY-88-180, made publicly available at time

of the meeting).

The Commission requested a staff paper on the resources required to develop, on a concurrent schedule, a rule on license renewal and accompanying regulatory guide and standard review plans, together with the advantages and disadvantages to this course of action.

nuclear industry and convey the Commission's expectation that industry take a lead role in conducting the necessary technical research required for responsible and technically justifiable license renewal submittals.
