The questions concerned the electrical penetration overcurrent protection coordination curves and the testing of specific electrical breakers shown in FSAR Figure 8.3.1-7 sheet 6.

RESPONSE
The 50A TM breaker worst case time-current curve shown in Figure 8.3.1-7 sheet 6 is taken directly from the manufacturer's trip curve for a Westinghouse 50A HFB breaker.
The #8 AWG penetration l
conductor curve is based on testing perfomed by Conax.
The I
maximum fault current value of 744A was conservatively calculated in the calculation.
l In order to verify the acceptability of the ci rcuit breakers used in Plant Vogtle for penetration protection, all of these breakers are subjected to testing prior to being put into operation.
In addition, they are tested on a periodic basis as required by Nuclear Operations procedures.
Any breaker failing to pass a test is not utilized at Plant Vogtle.
Procedure CAT-E-07 (Rev.
- 13) requires that prior to operation each breaker be tested to verify that it trips at 300% 15% of rated current within the time specified on the breaker time-current curve.
Breaker perfomance is not expected to deviate from the characteristic shape of the themal portion of the time-current curve provided by the vendor.
Therefore, the testing at a single point is deemed sufficient to verify that proper thermal protection exists.
This is supported by NEMA AB-2, "Procedure for Verifying Perfomance of Molded Case Circuit Breakers", Part 2, Paragraph B:
"When testing circuit breakee tripping characteristics, it is recommended that the overcurrent test be perfomed on individual poles at 300% of ra ted urrent.
The reaction of the circuit breaker to this overload will be indicative of its reaction throughout its entire overcurrent tripping range."
In addition.
CAT-E-07 also requires testing of the instantaneous trip setting to verify that the breaker trips within 3 cycles (as required on the breaker data sheet prepared under Nuclear Operations Procedure
- 55025-C) for the current limits shown on the time-current curve.
As shown on Figure 8.3.1-7 Sheet 6,
the
- 8 AWG penetration conductor can withstand approximately 6400A for 3 cycles. _

r Per NRC requirements, Technical Specification surveillance testing is also performed on a rotating basis. Ten percent of the breakers are tested every 18 months to verify that they still perform their it t]rrupting function in accordance with the manufacturer's speciff.stions.
The testing is conducted in accordance with Nuclear 0;.erations Procedure 28908-C (Rev. 6).
The testing is conducted in a manner similar to the Construction Acceptance I
Test (CAT), and the acceptance criteria for these tests requires 4
that the measured response time of the breaker be less than or equal to the value specified on the time-current curve.
A review of 66 overcurrent tests performed in accordance with the CAT procedures on the HFB SOA breakers, such as shown in i
Figure 8.3.1-7 Sheet 6, has shown that these breakers trip at an average value of 74% of the maximum allowed value.
Specific examples of the overcurrent test resul ts are included as Attachment B to this letter. The test reports are for surveillance l
testing on 188C43, INBF65, 1ABC44, 1ABE52, INBE71, and IBBE55.
The values for the thermal portion of the tests are listed in section 4.7.3, and for the instantaneous portion in section 4.8.6.
This testing demonstrates the conservatism that is inherent in the worst case breaker characteristic curves plotted in Figure 8.3.1-7, Sheet 6.
In summary, the plotted 50A breaker curve represents the most conservative condition for breaker response.
The CAT and Nuclear Operations test procedures require verification that the breakers perform in accordance with this breaker characteristic curve using industry-accepted (standard) test procedures.
These procedures have been accepted by the NRC as the proper means of surveillance to ensure penetration protection for Technical l
Specification purposes.
Furthermore, any breaker not passing i
these tests is deemed anacceptable and not used in the Plant.
l Therefore, it can be concluded that the SOA TM breaker provides sufficient protection to the #8 AWG penetration conductor.
