AFFIDAVIT OF RONALD R. JORDAN

1. My name is Ronald R. Jordan. I am Chairman of the Board of Selectmen of the Town of Merrimac, Massachusetts.
2. The Town of Merrimac is located within the ten-mile plume exposure EPZ of the Seabrook nuclear power plant.

Applicants have applied for a permit pursuant to their emergency response plans for emergency notification sirens to be located in the following three locations in the Town of Merrimac:

Siren MM-2 off Liberty Street Ext.

Siren MM-6 on Hadley Road Siren MM-3 on Bear Hill Road

3. On May 6, 1986 Article 26 of the Annual Town Meeting

" Whereas the Seabrook Radiological Emergency Response Plan for'the Town of Merrimac is not adequate and does not demonstrate that there is a reasonable assurance that it can be implemented to protect the health and safety of Merrimac's residents:

.The Town voted not to accept or implement the Radiological Emergency Response Plan for the Town of Merrimac, and not to conduct any graded or ungraded test or drill of the Plan, and by this vote shall instruct the Board of Selectmen to honor this action ,

and to convey this vote to the Governor and to all other State, Federal and local officials or departments involved in evacuation planning. This motion shall remain in effect until such time as the Town Meeting votes to accept a Seabrook Radiological Emergency Response Plan."

A certified copy of the article is attached.

4. On June 2, 1986, pursuant to the Annual Town Meeting vote the Board of Selectmen, by duly authorized vote, adopted the following:

"Dased on the action of our May Annual Town Meeting which prohibited implementation of Seabrook's

PAGE THREE OF FOUR Radiological Emergency Response Plan for Merrimac, The Board of Selectmen revokes its previous action to allow Public Service of N.H. to install and operate sirens in the Town of Merrimac.

This revocation of the Board's previous action will include:

1. Immediate cessation of all work on siren installations and operation, and
2. pending advice of Merrimac's Town Counsel, removal of Public Service's sirens from the Town of Merrimac."
5. As of December 26, 1986 only two of the sirens, located at Liberty Street Extension and Hadley Road have been erected. The siren located at Bear Hill Road has never been installed.
6. The Town has not issued a permit to the Applicants authorizing the electrical hook-up of any of the three sirens located in the Town of Merrimac and took the following action by letter on May 22, 1986 to the Wiring Inspector, Roy Keiser:

"It is requested that you not issue a wiring permit to Ralph Dranscomb or any other party contracted by rublic Service of New Hampshire to perform electrical work on

o O PAGE FOUR OF FOUR siren systems in Merrimac, until it can be determined by Town Counsel that a valid permit to erect the sirens and poles has been issued."

7. To the best of my knowledge and belief, none of the three notification sirens located in the Town of Merrimac has an electrical hook-up and none are therefore capable of operation. The original permits, unissued, remain with the Board of Selectmen.
8. To the best of my knowledge and belief, the Applicants have not adopted any other measures for notifying the population within the Town of Merrimac in the event of a radiological emergency at the Seabrook plant.
