Offsite Emergency Planning NRC STAFF'S RESPONSE TO NECNP'S INITIAL AND SUPPLEMENTAL MOTIONS FOR RECONSIDERATION OF ORDER OF DECEMBER 4,1986 On December 19, 1986, NECNP filed a motion for reconsideration of the Board's scheduling order of December 4, 1986; M NECNP filed a supplemental motion for reconsideration of that order on December 29, 1986. -
The NRC Staff hereby responds to both of NECNP's motions for reconsideration.
l In its initial motion for reconsideration, NECNP requests (1) an additional seven days to reply to. the Staff's response to NECNP's contentions on NHRERP Revision 2; (2) that a prehearing conference be held; and (3) that a new schedule be established which provides addi-i tional tim ~e for discovery and the preparation of testimony.

. v for an extension of time, and now requests a two-day extension (until December 31, 1986) for it to reply to the Staff's response to its con-tentions on NHRERP Revision 2, due to illness of counsel; NECNP's reply was filed on December 31, 1986. 3_/
In light of counsel's illness and inability to file NECNP's reply to the Staff sooner, and in light of the reasonableness of NECNP's request, the Staff does not oppose NECNP's supplemental motion for a two-day extension of time to file its reply.
We note that NECNP's supplemental motion moots its earlier request for a seven-day extension of time, which request should now be denied.
The Staff expresses no view with respect to the two other requests contained in NECNP's initial motion for reconsideration, i.e., that a prehearing conference should be held and that a less compressed schedule should be adopted by the Board.
