AFFIDAVIT OF SCOTT NEWBERRY 1.
I am a Section Leader in the Facilities Operations Branch, PWR-A, Division of Licensing, Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission. I received a B.S. in Naval Science from the U.S.
Naval Academy, and an M.S. in Mechanical Engineering from The Catholic University.
As part of my responsibilities with the Facilities Operations Branch, I am coordinating a portion of the Staff review of the Seabrook Applicants' petition for a waiver of the 10-mile emergency planning zone for Seabrook.

On December 18, 1986, the Seabrook Appifcants submitted, a petition for a waiver pursuant to 10 CFR II 2.758 and 50.47(c) seeking to reduce the plume exposure emergency planning zone for Seabrook to a radius of one mile.
That petition relies upon two probabilistic studies performed for the Applicants by Pickard, Lowe & Garrick (PLaG), as well various other documents.
In our preliminary review of the petition and supporting documents, the Staff has identified a number of issues that may require extensive further review, including the following:

f Strength and failure modes of containment (including penetrations);
Containment isolation' failure; Containment byp. ass sequences; LOCA sequences outside containment (including event V);
Severe accident phenomena (including direct containment heating and induced steam generator tube rupture);
Core damage sequences while in shutdown modes; Effects of operator actions during accidents; Scrubbing of submerged releases; Consequence modeling; Potential for further risk reduction by changes in design and operating procedures.

This further review will be performed by both members of the NRC Staff and Staff consultants.
Brookhaven National Laboratory has reviewed the two PLG studies and submitted a draft report to the NRC dated December 5,1986.
The Staff will be meeting with Brookhaven on January 7-9 and again on January 12th and 14th to discuss the draft report and to help delineate areas where further work needs to be done.
The Staff will also be evaluating the criteria used by the Applicants to compare their analyses with the bases for the 10-mile emergency, planning zone requirement. By January 20th, the Staff expects to be in a position to identify the review work that needs to be done arid the resources that will be allocated to perform that work.
