SUBJECT:

Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 Fire Protection Gentlemen:

On October 4,1984, a meeting was held with the Chemical Engineering Branch to review the status of the. Draft SER Open Items, request deviations i

from installing fire barriers, and identify clarifications regarding fire dampers and charging pump cubicle configuration.

Attachment I contains the status of the fire protection open items at the conclusion of April 19, 1984, and October 4,1984, NRC meetings.

Addi-tional infomation was requested in the April 19 meeting concerning Open Items FP-1 and FP-11a.

The revised responses were presented and accepted by the NRC reviewer during the October 4 meeting and are enclosed as Attachment II.

All of the remaining open and confirmatory items, except for Open Items FP-4, FP-5, and FP-13, were resolved to the satisfaction of the NRR reviewer during the October 4 mseting.

The NRC concerns relating to Draft SER Open Items FP-4 and FP-5 were presented by the Auxiliary Systems Branch (ASB).

The NRC's concerns were I

discussed in detail.

ASB has put their concerns in the fom of questions l

which have been received by buquesne Light Company.

Responses are being prepared and will be formally sent to the NRC in the near future. Open Item FP-13 has been identified as a backfit in accordance with the requirements of Generic Letter (GNLR) 84-08 and is being resolved by procedures contained in this GNLR.

Two additional items of concern, fire barriers and. fire rated dampers, were also presented to the NRC for their acceptance. The first item of concern was the loss of U.L. labels from fire rated dampers.

Two 1-1/2 hour fire rated dampers were placed in series to provide a 3-hour fire rated damper. Because this configuration has not been U.L. tested, the manufacturer removed the U.L.

label s.

Additionally, due to design changes, some fire rated dampers had to be placed outside the fire barrier.

The ductwork from the wall to the fire damper, including the damper itself, will be wrapped with a 3-hour fire rated material.

Attachment III provides the details of these concerns and the necessary technical justification for NRC acceptance.

t The second item of concern dealt with fire barriers. Deviations were requested from the installation of ten fire barriers.

These barriers have been found to inhibit ventilation flow, limit maintenance accessibility, and impose additional loads on structural supports and are located in areas with.

very low embustible content.

These barriers are discussed in detail in Attachment IV.

Preliminary aoproval of the fire barrier deviations were i

provided by the NRC reviewers during the meeting.

The final item presented to the NRC on October 4, 1984, was the configuration of the charging pump cubicles.

Attachment V provides the necessary clarification concerning these cubicles.

NRC acceptance of this l

configuration is requested.

All of the above items as they were presented at the October 4,1984, meeting were found by the NRC reviewers to be reasonable deviations with no impact on the ability to' achieve safe shutdown.

The attached constitutes a l

fomal submittal of this infomation for NRC review and detemination.

The Final Safety Analysis Report (FSAR) and/or the Fire Protection Evaluation Report (FPER) will be amended as necessary to incorporate this infomation.

If there are any questions related to the infomation contained herein, please contact Mr. E. T. Eilmann at (412) 787-5141.
