Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Comrtonwealth Edison proposes to amend Appendix A Technical Specifications, of Facility Operating License NPF-37 and NPF-60. The proposed amendment requests a change to the design features Section 5.3.1 to allow for the reconstitution of a fuel assembly. This change is included in Attachment A. A summary of the proposed change is also included in Attachment B.

The proposed change has been reviewed and approved by both On-site and Off-site review in accordance with Commonwealth Edison Company procedures. We have reviewed this proposed amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards considerations exist.

This evaluation is documented in Attachment C.

This change will result in a change to the Byron /Braidwood FSAR which will be included in the next FSAR amendment following the issuance of the Technical Specification amendment.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed.
