' PURSUANT TO CONTRACT tlRC-22-83-684..

This letter refers to'the appraisal by Mr. W. TenBrook and Mr. S. B1cck of environmental monitoring activities conducted by the Department of Healtii Services.in the vicinity of nuclear power facilities in the' State of California pursuant to contract NRC-32-83-684.

This appraisal included visits to the Sanitation.and Radiation Laboratory on August 31, 1988 and the Environmental Managament Branch offices on September 1-), 1988.

The preliminary results of the appraisal were conveyed during discussions held -

by Mr. TeoBrook with Mr. B. Tamplin, Mr. D. Womeldorf and other members of 2

your staff'at the conclusion of each appraisal visit.

The scope,' findings and conclusions of the appraisal are documented in the i

attached report. Within the scope of the appraisal, the State of California has perforced satisfactorily.

However, the appraisal identified items which did not meet all the conditions of the cooperative agreement.

Specific actions intended to remedy these deficiencies are described in Section 8 of the appraisal report.

i We also direct your attention to the portions of the appraisal regarding the i

status of laboratory facilities and staffing.

Our appraisal indicates that your continued attention is needed in these areas to assure that the Sanitation and Radiation Laboratory will continue to ef fectively perform the l

l measurements required by the cooperative agreement, given the large scope of the Laboratory's overall mission.
