Mr. Dricks The inspector noted that Vermont Yankee didn't take into consideration Teck Specks in the procedural change on draining the Torus by manual valves in Inspection report 98-14, Section'3.1. If that is an additional method of
. torus level control during normal, transients and accidents condition at the plant, I've got some concems with this. Like diverting control room and plant resources for this operation. Why shouldn't this operation be done by a flick of a switch? Do they have enough shift personnel for this operation?
Request that the NRC characterize this method of torus level control with j
the manual valves in the next inspection report so that the public could more fully understand this long term defect in public safety. Please fully explain why, how, the engineering. As you know I submitted a earlier safety concern with Vermont Yankee Torus level control which could also extend to a Generic concern with other BWR'S.
