.y U.S. NUCLEAR REGULATORY COMMISSION NORTHEAST huCLEAR ENERGY COMPAi4Y, ET AL.
MILLSTONE NUCLEAR POWER STATION, UNIT NO. 2 ENVIRONMENTAL ASSESSMENT AND FINDING 0F N0 SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering 4
issuance of an exemption from the requirements of Appendix R to 10 CFR Part 50 to Northeast Nuclear Energy Company, et al. (the licensee), for the Millstone Nuclear Power Station, Unit No. 2, located in New London County, Connecticut.
ENVIRONMENTAL ASSESSMENT Identification of Proposed Action: The exemption would grant relief from the requirements of Appendix R,Section III.J, as these requirements relate to fixed, 8-hour battery lighting units for operation of safe shutdown equipment (and access / egress associated with this equipment). The exemption is only applicable to vital electrical Bus 24F.
The exemption is responsive to the licensee's application for exemption dated October 8, 1986.
The Need for the Proposed Action: The proposed exemption is needed because the features described in the licensee's request regarding the existing and proposed fire protection at the plant for this item are the most practical method for meeting the intent of Appendix R and literal compliance would not significantly enhance the fire protection capability.
Environmental Impacts of the Proposed Action: The proposed exemption will provide a degree of fire protection such that there is no increase in the risk of fires at this f acility.
Consequently, the probability of fires has 8701130019 870108 PDR ADOCK 05000336 F
not been increased and the post-fire radiological releases will not be greater than previously determined nor does the proposed exemption otherwise affect radiological plant effluents. Therefore, the Comission concludes that there are no significant radiological environmental impacts associated with this proposed exemption.
With regard to potential nonradiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20.
It does not affect nonradiological plant effluents and has no other environmental impact. Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the proposed exemption.
Alternative Use of Resources: This action involves no use of resources not previously considered in the Final Environmental Statements for the Millstone Nuclear Power Station, Unit No. 2.
Acencies and Persons Consulted: The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
FINDING 0F NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption.
l l
Based upon the foregoing environmental assessment, we conclude that the proposed action will not have significant effect on the quality of the human environment.
For further details with respect the this action, see the application for the exemption dated October 8, 1986 which is available for public inspection 1
at the Comission's Public Document Room,1717 H Street, NW, Washington, DC, and at the Waterford Public Library, 49 Rope Ferry Road, Waterford, Connecticut 06385.
Dated at Bethesda, Maryland this 8th day of January 1987.
