Peach Bottom Atomic Power Station Units 2 and 3 License Amendment Application Withdrawal

Dear Mr. Denton:

On November 10, 1982, Philadelphia Electric Company filed an Application for Amendment of the Operating Licenses for Peach Bottom Atomic Power Station Units 2 and 3.

This Application requested a change to the operating licenses to permit the receipt, possession and use of byproduct material at the Radiochemistry Counting Facility of the units' Emergency Support Facility.

As a result of discussions with members of your staff, Philadelphia Electric Company is withdrawing the Application for amendment as unnecessary.

The authority of the present Operating Licenses for the units, in particular Section 2.B.(5), is sufficient to permit the utilization of the Radiochemistry Counting Facility.

As you are aware, the Licensee is utilizing certain areas of the decommissioned Peach Bottom Unit 1 facility, previously released for unrestricted access for, inter alia, the Radiochemistry Counting Facility.

This facility is located on the first floor of the former Unit 1 administrative building and has the same radiological habitability as the main control rooms at Units 2 and 3.

Tne Post-Accident Sampling System (PASS), of which this facility is a part, was required as a result of the Three Mile Island accident (NUREG-0737, Item II.B.3).

The PASS was described in letters dated January 31, 1983 and December 12, 1983 and was approved by the NRC in Safety Evaluations transmitted on October 6, 1983 and February 8, 1984.

Denton January 2, 1986 Page 2 The use of the Facility is governed by the requirements of Units 2 and 3 Technical Specifications, certain administrative procedures and certain plant specific procedures in order to assure the safe operation of the counting facility, safety of personnel and the public and in order to assure adequate technical administrative management.

In particular, radiation protection control will be in accordance with 10 CFR Part 20 and applicable procedures developed in accordance with Section 6.11 of the Peach Bottom Technical Specifications.

Periodic radiation surveys of the counting room and appropriate shielding will be carried out to ensure an exposure rate of less than the permissible levels of unrestricted areas as specified in 10 CFR 20.105.

A chain link fence surrounds the former Unit 1 administration building, with access under control by the Peach Bottom security organization.

The updated Final Safety Analysis Report will be revised to reflect the use of the counting facility in conjunction with the operation of Units 2 and 3.
