dated January 20,1986, Request for Amendment Gentlemen:

This letter provides additional information in response to verbal requests by Mr. D. H. Jaffe, NRC Project Manager, concerning recently submitted Technical Specifi-cation amenament requests.

Reference (a), Change No. 2, proposed a change to the snubber surveillance requirements and bases to explicitly refer to " type" of snubber as a guide in selecting inspection sample populations. Standard industry phraseology defines snubber " type" as "of the same design and manufacturer, irrespective of capacity." The words " irrespective of capacity" were not included as part of our proposed amendment request so as not to confuse the issue of small bore capacity (same design) with large bore capacity (different design). At the NRC's request, we agree to accept the standard, industry definition of

" type"in order to facilitate technical review. The expanded bases wording as proposed in reference (a) will ensure that Calvert Cliffs' snubbers are categorized appropriately by

" type."

Reference (a), Change No. 4, proposed a change to the surveillance requirement which verifies that a " negative pressure 21/8 inches Water Gauge" is maintained in the spent fuel storage pool area. The proposal would change the surveillance requirement so that a

" measurable negative" pressure is maintained. As discussed verbally with your staff, a smoke test of spent fuel storage pool area accesses will be conducted with the spent fuel storage pool area at a negative pressure which is less than 1/8 inches Water Gauge to verify inleakage at this lower pressure. This pressure will then be used to establish the Oh o Mg PDR

. April 25,1986 Page 2 acceptance criteria in the administrative procedure which implements the surveillance requirement. The smoke test will be repeated subsequent to facility modifications which-could adversely affect the negative pressure maintained in the spent fuel storage pool area. - Additionally, the Spent Fuel Pool Ventilation System configuration is administra-tively controlled so as to maintain a negative pressure in the spent fuel storage pool area.
