20555 Subj ec t : Applicability of Surveillance Requirement 4.0.2b to 18-month and Refueling Interval Surveillances Gentlemen During a telephone conference call betveen Tol(do Edison personnel and !!RC Staff (A. V. DeAgazio and T. Dunning) on September 7, 1988, Toledo Edison discussed the applicability of Surveillance Requirement (SR) 4.0.2b to 18-month and refueling interval surveillance requirements.

SR 4.0.2 states:

"4.0.2 Each Surveillance Requirement shall be performed within the specified time interval vith a.

A maximum allovable extension not to exceed 25% of the surveillance interval, and b.

A total maximus co'obined interval time for any 3 consecutive tests not to exceed 3.25 times the specified stirveillance interval."

Due ;rimarily to the Davis-Besse shutdovn (non-tefueling outage) in 1985 for an extended period of time, SR 4.0.2b vould require a shutdovn specifically for performing approximately 23 of these surveillance tests before the planned Cycle 6 refueling outage.

In the telephone conference call, Toledo Edison explained that an evaluation of the above situation has determined that thete is sufficient justification to pursue a technical specification change to delete the applicability of the SR *.0.2b requireeent from 18-month and 1

refueling interval SRs. The Davis-Besse Cycle 6 refueling outage is presently scheduled to com ence in February, 1990.

The need to shutdovn and perform a refueling surveillance vould first be encountered in Augt.st. 1989.

To support planning efforts. ToleJo Edison intends to request that a change to this SR be issued by the h'KC by March 1,1989.

Toledo Edison recommends that the Generic Letter also address those SRs which state... "at least once per 18 months..." and "... as least once per 18 months, during shutdown..." similar to the refueling SRs.

Additionally, Toledo Edison requests that the NRC expedite issuance of the Generic Letter in order to support expeditious NRC Staff reviev and approval of the Davis Besse technical specification change request when it is submitted.
