PILGRIM STATils REPORT FOR THE PERIOD SEPTEMBER 24-0CTOBER 7,1988 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Three resident inspectors and a project engineer monitored activ-ities at the plant during the report period. On September 28, 1988, Mr. William T. Russell, Regional Administrator, Region I was on site and toured the station. On September 29, 1988, the NRC conducted a public meeting at Memorial Hall in Plymouth, Massachusetts to discuss the proposed restart of the Pilgrim Plant. A copy of the meeting transcription will be available for public review at the local public document room.

The Pilgrim bi-weekly status report is intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of + he s t, topics in more detail.

l ENCLOSURE PILGRIM STATUS _ REPORT FOR THE PERIOD SEPTEMBER 24 - OCTOBER 7, 1988 1.0 Plant Status As of S:00 a.m. on October 7,1988, the reactor was in the cold shutdown mode with moderator temperature about 96 degrees Fahrenheit.  ;

2.0 Facility Operations Summary The plant has been shutdown for caintenance and to make program improve-

  • ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to f acilitate extensive maintenance and modification of ,

plant equipment The licensee completed fuel reload on October 14, 1937.

Reinstallation of the reactor vessel internal components and the vessel l head was fol' owed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also coepleted dur-ing the week of December 21, 1987. During this period, the licensee performed routine maintenance and surveillance tests.

3.0 Items of Special interest NRC Public Meeting to Discuss Proposed Pilgrim Restart L

On September 29, 1988, the NRC conducted a public meeting in Plymouth,  !

Massachusetts to discuss the proposed restart of the Pilgrim plant. The '

meeting took place in Memorial Hall from 7:00 p.m. to 1:30 a.m. The NRC ,

presented its findings from the recent Integrated Assessment Team  !

Inspection (IATI), conducted August 8-24, 1988 at Pilgrim and Pilgrim l Restart Assessment Panel's recommendation to the Regional Administrator, I Region I which was containect in the Readiness Assessment Report. Copies of the Readiness Assessment Report were available at the meeting. A forum  ;

was provided for state and local elected officials and privata citizent, to ,

comment and ask questions of the NRC. The meeting continued longer than i scheduled in order to give a.ty citizen who wished to speak and/or ask l questions the opportunity to do so. Members of the NRC panel included l

Enclosure 2 Management Meeting on Radiological Controls Status i

On October 3,1988, a management meeting was held between NRC and Boston Edison Company (BECo) officials at the NRC offices in King of Prussia, Pennsylvania. BECo senior management discussed the status of improvements made and those planned in the radiological controls areas.

l Meeting _on Status of Readiness for Restart On October 5,1986, a publicly-noticed meeting was held among the NRC staff, BECo management and the Comonwealth of Massachusetts at the NRC offices in Rockville, Maryland. At the meeting, BEco management made presentations regarding plant readiness to restart. Also, officials from the Commonwealth of Massachusetts and Boston Edison Company presented information regarding the state of readiness of emergency preparedness to senior NRC:NRR management.

Uncoupled Control Rod On September 27, 1988, the licensee found an uncoupled control rod during control rod friction testing. Numerous attempts to couple the rod were unsuccessful. On October 6,1988, the licensee unbolted and lowered the control rod drive mechanism under the vessel for troubleshooting and re-pair. The licensee found that the decoupling rod was mispositioned in the vent and was also bent. The decoupling rod, spud and outer filter were replaced. The licensee is continuing with the post-work testing. Details will be covered in inspection report 50-293/83-33, (Note: Substquent to the end of this status report period, testing showed that the repairs were successful.)

NRC Assessment Panel Meeting An NRC Assessment Panel Meeting for Ptigrim was held on September 29, 1988, at the Sheraton Hotel in Plymouth, Massachusetts. NRC management from Region I, NRR and the NRC Resident staff participated. The NRC Assessment Panel meets periodically to coordinate preplanning and execution of NRC inspection and licensing activities related to Pilgrim. The Pinel is chaired by Mr. Samuel J. Collins, Deputy Director, Division of Reactor Projects, NRC: Region I.

Scheduled NRC Commission Meetirg and_Possible Vote On October 14, 1983, the NRC Commissioners will meet in Rockville, Maryland to discuss, and possible vote on, the restart of the Pilgrim plant.

on October 3,1988 to assume Project Engineer duties at the NRC, Region I  ;

was onsite during the week of September 26-30, 1988, to assist the i resident inspectors. Additionally, during the week of October 4-6, 1988, the Chief, Reactor Projects Section No. 38, responsible for Pilgrim, the .

Project Engineer from NRC Region I for Pilgrim and an NRR specialist '

inspector were on-site to assist in the review and close-out of IATI l inspection findings. The results of these inspection activities will be documented in the NRC inspection report 50-293/88-33.
