Response to Generic SER on SOUG Resolution of Unresolved Safety Issue A-46 (Generic Letter 87-02) l 1
Gentlement I
On February 19, 1987, NRC issued Generic Letter 87-02, "Verification of Seismic Adequacy of Mechanical and Electrical Equipment'in Operating Reactors, Unresolved Safety Issue (USI) A-46."
This Generic Letter required in part that licensees provide an implementation schedule for the seismic verification program for their plants. Through correspondence with the Seismic Qualification Utility Group (SQUG) the responso due date to the tiRC for member utilities was extended to October 7, 1988. This date was based on the NRC issuance of the Safety Evaluation Report (SER) for the Generic Implementation Procedure (GIP) developed by SOUG for resolution of A-46.
i Toledo Edison is a member of SQUG and the Electric Pover Research Institute i
(EPRI), and supports the ef forts on generic Lesolution of GL 87-02. The NRC's I
SER endorses the methodology and criteria embodied in Revision 0 of the GIP,

although certain issues are still subject to satisfactory resolution by SOUG and the NRC. Toledo Edison understands that 50VG is currently resolving the identified open issues in accordance with the schedule presented by SOUG at 1
the August 10-11, 1988 meeting vith the NRC staff, as addressed in the SOUG I
letter to NRC dated August 19, 1988. This rehedule projects completion of revision to the GIP in Spring of 1989 contingent upon SOUG and NRC agreement l
on the resolution of the various open issues. Therefore, Toledo Edison i
anticipates final NRC resolution of the GIP to be provided as a supplement to the SER by mid 1989.

no later than the end of the second refueling outage commencing after final resolution of the GIP. As a member of SQUG and EPRI, Toledo Edison vill continue to monitor the progress and resolution of the GIP.
