Obtain stakeholder input on performance-based approaches to regulation, which are expected to focus licensee and NRC attention and resources on the most important activities. The Commission has characterized performance-based approaches as incorporating; (a) measurable (or calculable) parameters, (b) objective criteria, (c) flexibility, and (d) a framework in which failure to meet a criterion will not result in a safety concern. Stakeholders are requested to provide the staff their ideas on answering questions such as: (i) What is the relationship between safety margins and the use of performance-based approaches; (ii) What is the appropriate role for licensees to propose specific regulatory improvements in this area; (iii) Can candidate regulations and guidance documents be identified (based on predetermined criteria) for conversion to a performance-based approach; (iv) How should resource allocation decisions be made to develop this area?
