Responso to Generic Safety Evaluation Report on Scismic Qualification Utility Group Reso_lution of Unresolved Safety Issuo A-46 This lotter responds to the NRC roquest for Plant-specific soismic verifi-cation plans for the Trojan Nuclear Plant, consistent with tho requirements of Generic Lotter 87-02, "Verification of Soismic Adequacy of Hochanical and Electrical Equipment in Operating Reactors, Unrosolved Sofoty Issuo (USI) A-46".
On July 29, 1988, the NRC staff issued a Safety Evaluation Roport (SER) on the Generic Implementation Proceduro (GIP), Revision 0 for Soismic Vorifi-cation of Nuc1 car Plant Equipment devoloped by tho Soismic Qm lification Utility Group (SQUG). The NRC cover lottor to SQUG onclosing the SER requestod that SQUG member utilities provido to the NRC, within 60 days, a schedulo for implementing the GIP.
SQUG clarified that tho 60 days would expiro on October 7, 1988 in a lottor to Mr. L. C. Shao of the NRC, dated August 19, 1988.
The NRC SER cndorsed the methodology and critoria embodied in the GIP Fevision 0, subject to satisfactory resolution of a number of open issues and HRC coments.
Action by SQUC is underway to resolve the identifiod i
open issues and comments in accordance with tho SQUG schedulo presented at j
the August 10-11, 1988 mooting with the NRC staff and included with the I
SQUG lottor to Mr. L. C. Shao, dated August 19, 1988.
This schedulo projects completion of Rovision 1 of the GIP in the fall of 1988.
Revision 1 is scheduled to include the criteria for tanks and heat exchangers. Revision 2 of the CIP is schedulod to be completed in the spring of 1989, contingent upon SQUG and NRC agrooment on the resolution of the various open issues.
Revision 2 of the GIP is the version whleh is scheduled to contain tho information nooded to impicment the USI A-46 Verification Program at SQUG member plants. The final NRC SER supplement on Revision 2 of the GIP is anticipated in mid-1989.

Revision 2, with no open items, by the second quarter of 1989.
Portland General Electric has scheduled implementation of the GIP at the Trojan Nuclear Plant based on the current status and schedule for comple-l tion of Revision 2 of the GIP and the issuance of the NRC SER supplement for Revision 2.
Identification of safe shutdown equipment, gathering of necessary Plant-specific data, and training of walkdown toam members will be initiated to support the July 1992 date.

If the scope of the final revision of the CIP changes significantly from l
the current understanding, PCE will re-evaluate the schedule and commit-t monts and edvise the NRC accordingly.
