This refers to the inspection conducted by Ms. C. Abbate, and Messrs. R. Cilimberg, K.C. Leu, and J. Craig of this office on April 14-18, 1986, of your facility in Richmond, Virginia and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.
The inspection was the second in a series of trial inspections which focus on i the fabrication, maintenance, and repair of transportation casks. The purposet of this inspection was to review activities associated with the implementation of the RECO Quality Assurance (QA) program relative to the fabrication of trans-portation casks.
Areas examined during the inspection and our findings are discussed in the en-closed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with psrsonnel, and obser-vations by the inspectors.
Upon review of your records it was found that the implementation of your QA program failed to meet certain NRC requirements. Weaknesses were identified in the areas of procurement document control, receipt inspection, nonconforming items and corrective action, and quality assurance organizational charts.
Additionally, corrective action committed to by your company with regard to NRC inspection report 99900751/85-01 dated March 13, 1985, was not being performed as stated in your March 18, 1985 response. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.
Please provide us, within 30 days from the date of this letter, a written statement containing:
(1) a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed.
Consideration may be given to extending your response time for good cause shown.
