0,N,1,T,,N 0,.,,3 DOCKET NO, 50 423 J NTf,0, DUCTION By application for license arendnent dated June 21,19PP, Northeast Nuclear Energy Corpany (NNFCC) proposed changes to Pillstone Unit 3 Technical Specification (TS) 3/4,7,la, "Air Temperature Ponitoring," to redefine the terperature zer.es inside certainrent and establish temperature litrits for these zones as listed in Table 3,7-6, DJ,5.C}!55J,0f(,AND, EV,AL,UAT10N License condition T.C(3) in the Pillstere Unit 3 Operating License NPF-49 requires that, "Frior to start-up follcwing the first refueling cutage. the qualified life of electrical equipent within tre scope of 10 CFP 50,49 located inside containnent sball be recalculated based on the actual tcrperature tonitcred inside certaior(et during the first cycle of operation " License Condition ?,C(3) was satisfied by the licensee by submittal of a report dated January 21, 19FP, The June 21, 19FP application would incorporate the conclusion of the January 01,19C8 report into TS 3/4,7,14 which ccntains terperature lir11ts, and assnciated reredial requirwents, and furveillarce Requirererts, for varicus plant areas that contain tenperature sensitive, safety related, electrical equiprent.

At the present tine. TS 3/4,7.14 defines two tenperature zeres within containrent:

Tenperature limits for Zones C-01, C-02 and C-C4 would be 120*F. The i
temperature limit for Zone C-03 would be 130*F.
The licensee has recalculated 1
the qualified lifetire of safety related electrical equiptent in Zone C 03 I
with acceptasle results as described in the licensee's submittal dettd i
j January 21, 1988.
We have completeo our evaluation of the licensee's January 21, 1988 submittal concerning the qualified life of the equipoent affected by the higher than predicted ter peraturc.
The new qualified life is in accordance with the guice-lines of t;UREG-0$F8 and ![EE standard 323-1974 The staff has reviewed all

the information provided in the licensee's letter dated January (21,1968 and finds that the licensee h65 satisfied the license condition 2.C 3) by reestablishing the qualified life of all affected equipment in an acceptable manner. Accordingly, the proposed change to the TS which ir.corporates the i
i results of the licensee's January 21, 1988 submittalintoTS3/4.7.14,is j
acceptable.
ENVIRCM1 ENTAL CONSIDERATION 1

This amendment changes a recuirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR l
part 20. The staff has determined that the arendment involves no significant i
increase in the arnounts and no significant change in the types, of any effluents thatraybereleasedoffsite,andthatthereisnosignificantincreasein individual or curulative occupational radiation exposure.
The Comission bas i
l previously published a proposed findirs that the arnendment involves no significant hazards consideration and there has been no public ccreent on such t
finding.
Accordingly, the arendment meets the eli i
categorical exclusion set forth in 10 CFR 51.22(c)gibility criteria for (9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessrent need be prepared in connection with the issuance of the amendnent.
