REQUEST FOR TECHNICAL ASSISTANCE - OPERABILITY CRITERIA FOR PIPING AND PIPE SUPPORT AS-BUILT DISCREPANCIES AT PRAIRIE ISLAND (AITS 021588) (TACS NOS. 68464/68465) l By memorandum dated June 14 1988, you requested NRR's assistance in determining the adequacy of the operability acceptance criteria prepared by Northern Stt,tes Power Company for application to the pipe system and supports at the Prairie Island Nuclear Generating Plant. Specifically, you requested the adequacy of using "Pipe Support and Hanger Criteria" and "Pipe Stress Criteria" shown on pages 2 and 3 of Procedure No. 832642-3 submitted by the licensce's letter dated June 8,1988, for justifying interim operation at Prairie Island. By letter dated Septerr.ber 26, 1988, the licensee submitted a revised criteria i titled "Criteria for Determining Justification for Continued Operation When Encountering Major Discrepancies in "As-Built" Safety Related Piping" dated September 21 1988, a copy of which is enclosed. The enclosed criteria containmodificationsthatwerenegotiatedwiththelicenseeandNRC's Mr. Shou-Nien Hou of the Mechanical Engineering Branch during the plant site meeting on September 21, 1988. We find this revised criteria, is modified, acceptable for jrtifying continued operation for an interim period from when  ;

the anorraly is discovered until the next refueling outage when the system discrepancies can be corrected.
