SUBJECT:

SUPf%RY OF MEETING WITH NUMARC AND INP0 REPRESENTATIVES REGARDING NRC REQUALIFICATION ALTERNATIVES A meeting was held with representatives of NUMARC and INPO on September 27, 1988, to continue discussions on alternative approaches for conducting the requalification programs. After a brief introduction, Ken Perkins, OLB Branch

Chief, gave brief description of the three alternatives presently being considered by the NRC.

These alternatives were:

(1) NRC continues present program of evaluating facility programs and conducting examinations (2) NRC determines acceptability of facility programs with the facility conducting examinations with NRC monitoring, and (3) NRC determines acceptability of facility programs and INP0/NUMARC managing the conduct of the examinations with NRC monitoring. Joe Colvin of NUMARC then discussed their position on i

alternative three. Handouts distributed at the meeting are enclosed, as is a list of attendees. There were no major concer,tual differences between the NRC, INPO and NUMARC concerning how alternative three might be implemented.

ENCLOSURE 2 DRAFT PROPOSED CONCEPTS OF NRC/INP0-NUMARC ADMINISTERED REQUAL EXAMS i

NRC ROLE:

1.

NRC will review and approve the INPO generated written and simulator examinations and Job Performance Measurements (JPMs) prior to examination administration. NRC shall complete its initial review at least ten (10) working days )rior to scheduled start of exams to allow time for INPO to incorporate c1anges. Final approval of the requalification examination package shall be made by the regional representative.

2.

NRC Chief Examiner or representative will be on site to observe administration of the written examination and at least one of the operating tests.

3.

NRC may prepare JPMs and written examination questions and simulator j

scenarios to be inserted into the examination.

4.

NRC shall use the results of the INPO administered requalification examinations to rate the facility Requalification Programs biennially.

NRC shall annually provide feedback to INPO on their performance.

6.

The NRC has right to take action as deemed necessary to ensure safe plant operation.

INPO-NUMARC ROLE:

1.

INPO-NUMARC shall administer written and simulator examinations and job performance measurements (JPMs) for facilities with INPO accredited,

Systems Approach to Training (SAT) requalification programs.

2.

INPO-NUMARC shall forward copies of the written and simulator examinations

.l totheapplicableNRCregionalsectionchiefatleasttwenty(20) working j

days prior to the scheduled start of examinations for review snd approval.

3.

INPO-NUMARC shall administer the operator licensing recualification i

examination program in accordance with NRC established policy and j

guidelines.
