Dear Mr. Terry:

This refers to the inspection conducted on Fcbruary 8 to 12,1999, at the Comanche Peak
Steam Electric Station, Units 1 and 2 facilities. The enclosed report presents the results of this
inspection.
The purpose of this inspection was to evaluate the effectiveness of the licensed operator
requalification program. The inspection used the annuallicensed operator requalification
exarninations to assess licensed operator performance. The inspection also evaluated the
operations training staff in the davelopment, administration, and evaluation of the biennial
requalification examination. Overall, we ot, served good licensed operator performance during the
examination. Your program continues to maintain a high performance standard. We also
noted some improvements in the program's implementation since the previous NRC inspection.
The operations training staff developed, administered, and evaluated the requalification
examinations professionally ano accurately,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
