Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violations identified in your inspection report 50-424/86-78:

Violation 424/86-78-01, " Incorrect Steam Generator Main Steam Nozzle Load Allowables and Reference Specification" - Severity Level IV Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.

As indicated in the USNRC inspection report, the correct Fc allowable load should be 10 kips rather than the 15 kips shown in calculation X4CP-7110 (Rev. 2).

The discrepancy occurred during the transposition of load information from the Westinghouse local coordinate diagram to the Bechtel local coordinate diagram and is considered to be an isolated case of human error.

The actual calculated load in the Fc direction is 1.74 kips, which is well below the correct allowable of 10 kips.

The incorrect reference to the source of the allowable nozzle loads is also attributed to human error.

A comparison was made between the informa-tion in the correct source document (Westinghouse Specification E-953236, Rev. 1) and the information in the calculation.

The comparison confirmed that the correct information was used in the calculation.

Calculation X4CP-7110 has been revised to correct the discrepancies identified in the violation.

To prevent recurrence, appropriate stress group personnel were reminded of applicable project procedural requirements in the checking of design calculations and were admonished as to the impor-tance of strict adherence with appropriate attention to detail.

Corrective actions relative to this violation have been completed.

Violation 424/86-78-02,

" Failure to Follow Procedure for Documenting Deviations" - Severity Level V Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.

Page 2 USNRC Log: GN-1255 The discrepancy involving an impression on bottom mounted instrument guide tube no. 48-P-4 is attributed to a failure to properly apply appli-cable procedural requirements to an indeterminate condition.

The discrep-ancy was subsequently documented in Deviation Report NI-233 and disposi-tioned "use-as-is" after having been evaluated by engineering.

The discrepancy involving clearances between guide tubes and two "U"

bolts is attributed to inspector oversight during the final walkdown.

This discrepancy was subsequently documented in Deviation Report NI-206 and was also dispositioned "use-as-is" following an engineering evaluation.

In addition, another walkdown was conducted of guide tube supports and no fur-ther clearance discrepancies were found.

To prevent recurrence, appropriate Nuclear Installation Service Company engineering and quality control personnel were reinstructed in project requirements for the identification, documentation, and resolution of deviating or indeterminate conditions, and were admonished as to the importance of strict adherence.

All corrective actions relative to this violation have been completed.
