Dear Ms. Seward:

This is in response to your correspondence to Mr. James Hufham of this office, dated

. February 19,1999, in which you requested the status of the U. S. Nuclear Regulatory Commission (NRC) as related to Y2K readiness.

The NRC is concerned with Y2K readiness from two perspectives; first, to ensure that the internal computer systems which support the agency function properly, and secondly, to ensure that all external entitles licensed by the NRC, including the Surry Nuclear Station, identify and correct all Y2K problems prior to January 1,2000.

Recently, the NRC's Chief Information Officer indicated that as of February 5,1999 all 88 of the agency's mission-critical, business-essential and non-critical systems are Y2K compliant.

i Regarding the status of the NRC licensees, all utilities that operate nuclear power plants were advised in May 1998 (Generic Letter 98-01) that they must inform the NRC beforehand that all of their computer systems will be Y2K compliant by December 31,1999. Since then, the utilities have advised us that they have adopted an industry program which was developed by the Nuclear Energy Institute (NEI), accepted by the NRC as an industry standard, and that they expect to be fully compliant by July 1,1999.

During the period of September 1998 through January 1999, the NRC conducted audits at O

twelve nuclear power stations and concluded that no significant compliant problems were noted with safety-related equipment, and that no additional guidance to licensees needs to be developed at this time. The NRC has no indication that a major Y2K problem exists or will develop at any of the licensed reactor facilities. However, the agency has developed and maos publicly available the "NRC Year 2000 Contingency Plan", which contains provisions for ensuring that public health and safety and the environment will continue to be protected, even if unforseen Y2K problems occur.
