MEETING WITH WESTINGHOUSE (SNM-1107)

During the February 16,1999, meeting between the Nuclear Regulatory Commission (NRC) and ,

Westinghouse (WEC), clarifications were made concerning NRC's October 29,1999, request for l additional information (RAI) questions and WEC's December 29,1999, response to RAI answers l regarding the amendment of Revision 10 of the Nuclear Criticality Safety (NCS) Chapter in the License i Application. As a result of the meeting, WEC will provide an updated amendment application in its j entirety under a new revision number and date. -

Attendees included representatives from WEC NCS (Norman Kent and Bill Newmyer) and the NRC Division of Fuel Cycle Safety and Safeguards (Chuck Gaskin, Harry Felsher, Garrett Smith, Dennis Morey, and Frank Gee).

The information below is a summary of major topics covered during the meeting and resolutions concerning information to be placed in the License Application:

1. WEC NCS Handbook:

The Handbook is currently under develooment per the WEC Safety Margin improvement Program (SMIPP). The Handbook will be under Configuration Management and will require both NCS and Plant Management approval. WEC committed to incorporating specific "how to" details of evaluating NCS in the Handbook. A Table of Contents of the Handbook has been submitted to the NRC as part of the SMIPP.

2. WEC agreed to incorporate clear references, including date and/or revision number, when l referring to other documents in the License Application. When referring to other License Application chapters or Federal Regulations, no dates are needed.
3. WEC agreed to modify the discussion on Double Contingency to remove ambiguity concerning  !

the use of the phrase "Significant Process" and the intent of the paragraph.

4. NRC agreed that there was no requirement for all Active-Engineered Controls to fail in a " fail-safe" condition.
5. WEC agreed to include the use of specific periodic inspection or functional verifications for passive and active engineered controls, as appropriate, and the use of training, experience and audit for administrative controls. WEC confirmed the existence of lists of controls at the site for use by NRC' staff.
6. NRC agreed to have the frequency of control verification and testing be placed under Maintenance. {g g
7. WEC agreed to modify the discussion on NCS Controlled Parameters to include the {

establishment of Operating and Safety Limits for Ma',s Control in order to clarify a sentence in the license. However, the question was raised whether Operating and Safety Limits should be g discussed at a higher more broader level. f. O

8. W'EC agreed to consider the use of details beyond the name of Controlled Parameters in n\ \

Table 6.3 for Mass and Geometry.

17. NRC agreed that permanent non-favorable geometry containers fall under " Geometry Control."
18. WEC agreed to modify the description of whether a Criticality Safety Analysis (CSA), Criticality Safety Evaluation (CSE), or Integrated Safety Analysis (ISA) will be performed to include  ;

complexity of the system and the risk and consequence of accidents. j

19. WEC agreed to clarify the descriptions of a CSA, CSE, and ISA. ,
20. .WEC agreed to clarify the validation and verification process when using the four types of NCS l evaluation methodolog!es: experimental data, handbooks, deterministic computer codes, and l
probabilistic computer codes. i
21. WEC agreed to clarify the description of an " independent qualified technical reviewer."

23. . WEC agreed to consider clarifying the ISA completion date. Even though Chapter 4 may be .!

ambiguous by saying, "5 years after approval of the license," WEC believes that to mean ]

"5 years from the original approval of the renewal application," which would be November 30, l 2000.

24. WEC agreed to review and add changes for the items which were supposedly moved to other parts of the License Application without changing commitments.
