SUBJECT:

COOPER NUCLEAR STArION - STARTUP IN CYCLE 11 At 08:58 CST on January 6,1987 the Nebraska Public Power District put the Cooper Nuclear Station on-line following a refueling outage that began October 6, 1986. This event marked the end of Cycle 10 and beginning of Cycle 11.

During the Cycle 10 outage, the licensee performed modifications in the following areas:

Replacement of 152 spent fuel assemblies with new BP8DRB283 barrier fuel assemblies Appendix R alternate shutdown and cable separation, SPDS power supply 1E upgrade, decommissioning of the old process computer and replacement with new plant management information system (PMIS),

control room panel replacements (DCRDR),

Reg. Guide 1.97 instrument mods, containment vent and purge (MPA B-24 comitments),

removal of reactor vessel head spray, replacement of containment instrument air supply with nitrogen, seismic upgrade of standby gas treatment and control room vent systems, removal of RHR pump miniflow orifices, removal of vacuum breakers on SRV discharge lines, RHR pump inspection (IE Notice 86-39).

4 2 During Cycle 10, which began August 25, 1985, the facility experienced three unplanned automatic scrams and one unplanned shutdown for maintenance. The first scram occurred in February 1986 during a changeover from two main feedwater pump operation to one main feedwater pump operation. The second scram occurred during August 1986 during replacement of a relay. The third scram occurred this past weekend, during startup, while changing-over feedwater regulating valves.
