SEQUOYAH NUCLEAR PLANT (SQN) UNIT 1 - TECH 1ICAL SPECIFICATION CHANGE 88-28 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to license DPR-77 to change the technical specifications of SQN unit 1. The proposed change revises limiting condition for operation (LCO) 3.2.2 and surveillance requirement (SR) 4.2.2.2 to reflect a reduction in the heat flux hot channel factor (Fo[zl) ilmit from 2.237 to 2.15. This proposed change is being submitted in support of proposed technical specification change 88-20 dated August 15, 1988.

The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in onclosure 3.

Because of the emergent nature of this proposed change, TVA requasts thi.t it he processed on an a lgent basis. This chance is being pursued in support cf NRC approval or prepc. sed change 88-20. As cetcribed in enclosare 2, the proposer, change is conservative in nature and represents an increase in available margin when combined wtth other edninistrative operational re urictions.  :
