Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/86-93 and 50-425/86-43:

Violation 424/86-93-01, " Failure to Protect Permanent Plant Equipment" Severity Level IV.

Georgia Power Company acknowledges the violation as identified in the USNRC inspection report.

Georgia Power Company has evaluated the discrepan-cies identified in the inspection report and has attributed the violation to a failure to fully implement project procedures governing post-maintenance work order activities.

Eleven Unit I containment electrical penetrations were not properly closed and secured following completion of work.

Based on a review of recent work activities on the electrical penetrations, it appears that the discrepancies occurred in conjunction with termination re-works and Construction Acceptance Testing activities completed September 10-28, 1986.

Operations Deficiency Report (0DR) T-1-86-3445 was initiated to address the subject discrepancies.

As part of the ODR disposition, inspections were conducted of each of the eleven penetrations.

The inspections detected no physical or chemical damage to the penetrations resulting from failure to properly close and secure the covers.

To prevent recurrence, appropriate personnel will be reinstructed in applicable project procedural requirements for post-maintenance work order activities and admonished as to the importance of strict compliance.

This action is expected to be completed by December 19, 1986.

After components and systems are released to Nuclear Operations, mainte-nance activities are governed by plant operating procedure 20427-C.

This procedure provides a checklist which includes criteria to ensure that equip-ment covers are properly replaced after completion of maintenance activities.
