Nelson Grace In previous correspondence on this subject, Georgia Power Company described the failure of the worm gear sectors of some manually operated butterfly valves supplied by Fisher Controls, which resulted in the free rotation of the valve handwheels without moving the valve disc.
Georgia Power Company has completed its evaluation of this condition.
Safety-related automatic control valves are fitted with qualified actuators of a different design.
The manually operated butterfly valves are not used to perform safety functions but are used for component isolation or flow diversion during maintenance operations.
Georgia Power Company has concluded that this condition is not reportable per the reporting criteria of Parts 10 CFR 50.55(e) or Part 10 CFR 21.
