RESOLUTION OF THE MILLSTONE STATION EMPLOYEES' SAFETY CONCERNS l
Dear Mr. Kenyon:
On October 24,1996, the Nuclear Regulatory Commission (NRC) issued an Order requiring an I
independent, third-party, oversight of Northeast Nuclear Energy Company's (licensee) efforts to correct and prevent repetition of its failures regarding its treatment of employee concems and of the employees who raised concerns. These failures were documented in the NRC's Order.
The Order specified that third-party oversight will be implemented until the licensee demonstrates by its performance that the conditions which led to the reqmments of the oversight have been corrected to the satisfaction of the NRC. The NRC is now satisfied that the licensee has oemonstrated by its sustained performance in executing its Employee Concems Program (ECP) and in establishing a safety-conscious work environment (SCWE) that the conditions that led to the requirement of third-party oversight have been adequately corrected. Therefore, no further actions need to be done with respect to the Order, The NRC notes that you have reconfirmed your intent, as documented in a letter from Mr. Ray Necci, dated March 2,1999, to utilize Little Harbor Consultants to conduct quarterly, independent, third-paity, astessments of the SCWE at Millstone Station to ensure that progress continues in addressing SCWE issues as the Millstone organization transitions from the Order.
