Dear Mr. Hind:
Enclosed are the Objectives and the Scope of Participation proposed for the Braidwood Emergency Response Exercise which is scheduled for March 18, 1987. These scenario documents are in accordance with agreements reached at Braidwood Scenario Planning Meetings held on November 24 and December 5, 1986.
The complete exercise scenario package with all controller informa-tion and plant data will be submitted to the NRC at least 45 days prior to exercise.

BRAIDWOOD 1987 GSEP EXERCISE March 18, 1987 OBJisCTIVES PRIMARY OBJECTIVE:
Demonstrate the capability to implement the Commonwealth Edison Generating Stations Emergency Plan (GSEP) in cooperation with the Illincis Plan for Radiological Accidents (IPRA) to protect the public in the event of a major accident at the Braidwood Nuclear Power Station.

for Radiological Accidents will include coordination with appropriate agencies in the State of Indiana. This coordination will be done in order to demonstrate the integrated capabilities of the State of Illinois and Indiana i
to respond to a major accident at the Braidwood Nuclear Power Station.

Exercise in accordance with NRC guidance.
SUPPORTING OBJECTIVES:
1)
Incident Assessment and Classification a.
Demonstrate the capability to assess the accident conditions, to determine which Emargency Action Level (EAL) has been reached, and to classify the accident level correctly in accordance with GSEP.
Notification and Communication a.
Demonstrate the capability to notify the principal offsite organizations within fifteen (15) minutes of declaring an accident classification.
Demonstrate the capability to notify the NRC within one (1) hour of the initial incident.

Demonstrate the capability to contact organizations that would normally assist in an emergency, but are not participating in this exercise (e.g., INPO, Murray &
Trettel, Westinghouse, etc.)
Demonstrate the ability to provide accurate and timely infermation so that reports may be made to the Emergency Ne'es Center for Press releases.
Demonstrate the ability to provide follow-up information to the State in a timely manner.

Radiological Assessment a.
Demonstrate the capability to calculate offsite dose projections.
Demonstrate the capability of Environmental Field Teams to conduct field radiation surveys and collect air, liquid, vegetation and soil samples, when needed.

Demonstrate the capaiblity to conduct in-plant radiation protection activities.

Demonstrate the ability to perform calculations with radiological survey information, trend this information, and make appropriate recommendations concerning protective actions.
Demonstrate the ability to collect and conduct analysis of air or liquid samples on-site, via HRSS.

Emergency Facilities a.
Demonstrate the capability to activate the emergency organization and staff the nuclear station emergency response facilities in accordance with procedures during the night-time period.

BRAIDWOOD NUCLEAR POWER STATION GSEP EXERCISE March 18, 1987 SCOPE OF PARTICIPATION The March 18, 1987 Braidwood GSEP Exercise is an evening event to test the capability of the basic elements within the Commonwealth Edison Company GSEP.
The Exercise will include mobilization of CECO personnel and resources adequate to verify their capability to respond to a simulated emergency.
'f Commonwealth Edison will participate in the Braidwood Station Exercise by activatirig the on-site emergency response organization and the offsite emergency response organization, as appropriate, subject to limitations that may become necessary to provide for safe, efficient operation of the Braidwood Station and other CECO nuclear generating stations.
The Corporate Command Center at the General Office in Chicago will not be activated for this Exercise.
Activation of the TSC and other on-site participants will be conducted on a real time basis during the daytime hours.
THe Exercise shift will receive the initial scenario information and respond eccordingly.
The Nuclear Duty Person and the balance of the Recovery Group will be prepositioned close to Bridwood to permit use of Recovery Group personnel from distant locations.
Commonwealth Edison will demonstrate the capability to make contact with contractors whose assistance would be requirtJ by the simulated occident situation, but will not actually incur the expense of using contractor services to simulate emergency response except as prearranged specifically for the Exercise.
Commonwealth Edison will arrange to provide actual transportation and communication support in accordance with existing agreements to the extent specifically prearranged for the Exercise.
Commonwealth Edison will provide unforeseen actual assistance only to the extent that the resources are available and do not hinder normal operation of the Company.
