TASK ORDER NO. 4 MODIFICATION NO. 3 UNDER CONTRACT NO. NRC 97-046 in accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 4 Mod 3. This effort shall be performed in accordance with the enclosed Statement of Work for mod 3.
1 The period of performance for Task Order No. 4 Mod 3 is changed to run from September 30, 1997 through November 30,1999. The total estimated cost for full performance of this task order is increased by $100,833 from $332,941.00 to $433,774. Funds in the amount of
$100,000 are hereby obligated for performance of this task order as modified. This action increases the total cumulative obligated amount from $283,991.68 to $3P3,991.68. The Contractor shall not incur costs for this task order which exceed this cumulative obligated amount of $383,991.68. All other terms and conditions of task order #4 remain unchanged.

Due to the delays encumbered during the construction of the test facility, the period of performance for the first six tasks of this Task Order shall be extended 7 months, from September 30,1997 - December 31,1998 to September 30,1997 - July 31,1999. The deliverable dates shall be modified as follows:
Task 5: Experimentation Estimated Completion Date: July 31,1999 Estimated Level of Effort: 8.0 s/m Task 6: Model Selection / Development Estimated Completion Date: July 31,1999 Estimated Level of Effort: 3.0 s/m Additional Work Requirements Task 7: Slug Flow Subtask 7.1: Test Plan Any ranges in which experimental data are sparse, or missing entirely from the ranges identified in Task 1, shall be documented and any models/ correlations identified in the literature search as appropriate to this work shall be reviewed as a means of defining what types of information is required in phase separation model development and assessment.
Using this information, a separate effects test matrix shall be prepared with the aim of extending and improving the existing database to aid model selection / development in Task 5.
The rationale for the test matrix (why a particular test is needed), the deficient ranges of data in the database, and the test matrix shall be documented and submitted to NRC as a letter report in both text and electronic format.
Additionally, the letter report shall include how the proposed experiments will be used to develop a rnodel suitable for incorporation into a two-fluid systems thermal-hydraulic code. Upon review of this documentation, NRC will authorize the experimentation. No experimentation is to be performed until NRC authorization is received. This test plan shall also include a test schedule.

Estimated Level of Effort: 1.0 s/m Subtask 7.2: Measurements The authorized experiments shall then be run and the data recorded. The test procedure and results shall be documented for each run and shall be submitted to NRC as a letter report in both text and electronic format. Any modifications

made to the facility design described in the letter report of Subtask 5.2 shall be included and shall be consistent with the documentation requirements outlined in Subtask 3.2. Additionally, the data' obtained and shall be submitted to NRC in a format consistent with the NRC Databank. Visualization shall also be utilized as a mode of data measurement and the results recorded and submitted to NRC.
Estimated Completion Date: November 30,1999 Estimated Level of Effort: 5.0 s/m Subtask 7.3: Preliminary Model Development / Selection To refine the separate effects test plan developed under Subtask 7.1, preliminary model development / selection using the results of the literature survey performed under Task 2 shall be done. The model shall be consistent with the two-fluid formulation that is the basis of the NRC thermal-hydraulic codes. The results of this activity and subsequent modifications to the test plan shall be documented in a letter report in both text and electronic format and submitted to NRC.
Estimated Completion Date: November 30,1999 Estimated Level of Effort: 1.0 s/m Meetings and Travel For successful completion of the work required in this contract, it is anticipated that the contractor shall travel to the NRC office in Rockville, MD at the times specified below. The contractor may propose additional travel deemed necessary for the successful completion of this effort. All travel shall be approved in advance by the Project Manager, be specifically performed in support of this project, and be in compliance with Federal Transportation Regulations.
In support of Task 6, one one-day meeting for one person.
