Dear Mr. Chairman:

I need some assistance from the Commission relative to the possible decommissioning of the Shoreham nuclear power plant.

As you know, the Long Island Lighting Company (LILCO) and the State of New York have an agreement as of June 16, 1988 that is intended to result in the permanent closing and decommissioning of Shoreham.

I have two questions for you relating to future actions pursuant to this agreement.

First, I need to know exactly what is required by the Nuclear Regulatory Commission in order to complete the transfer of all LILCO licenses or permits relating to Shoreham to the State of New York.

Under the terms of the LILCO-New Yotk State agreement, LILCO consents to transfer all ownership and licenses associated with Shoreham to the Long Island Power Authority (LIPA).

Please advise me on what is required, from the NRC's point of view, in order to execute this transfer, with the result being LIPA's full ownership of the Shoreham nuclear power plant and all licenses and permits assigned to that plant.

Second, I would like to request that the NRC provide a cost estimate for decommissioning Shoreham in its current condition. I understand that Shoreham has operated at 5% power for approximately 60 hours6.944444e-4 days <br />0.0167 hours <br />9.920635e-5 weeks <br />2.283e-5 months <br />.

Therefore, its decommissioning costs, particularly in the area of decontamination, would differ dramatically from the costs associated with plants that have operated with a full power license for a number of years.
