SUMMARY
OF THE DECEMBER 3, 1986 MEETING WITH NORTHEAST NUCLEAR ENERGY COMPANY (NNECo) TO DISCUSS STEAM GENERATOR TUBE INSPECTION On December 3, 1986, representatives of NNEco and the NRC staff met in Room P-412 in the Phillips Building, Bethesda, Maryland. The purpose of the meeting was to hear a presentation by NNECo concerning the recent steam generator tube inspection at Millstone Unit 2. A list of attendees is shown in Enclosure 1. The staff had requested that NNECo provide a presentation concerning the Millstone Unit 2 steam generator tube inspection as a result of early indications which seemed to be significant. The NNECo presentation is summarized in Enclosure 2. The main points of the presentation were as follows: o Improvements in eddy-current test (ECT) techniques resulted in positive definition of distorted indications located near the top of the tubesheet, and identification of an increased number of flaws. o Essentially all pits continue to be related to sludge / deposit build-up located in the region above the tubesheets. o Countermeasures are apparently successful in reducing or arresting pitting: Copper continues to be removed from the condensate /feedwater system. During the outage, the main condenser was retubed with titanium. Improved chemistry control / reverse osmosis during Cycle 7 was beneficial. Chemical cleaning during the 1985 refueling outage was also beneficial. o An order of magnitude defect reduction (2366 to 246) was observed. o No significant pit growth appeared to be taking place. k[ O [ J
o Meeting Summary o Batwing region defects seemed to be anomalous, apparently isolated occurrence in three tubes. o Dent progression is minimal; NNECo expects complete arrest in the near future as a result of countermeasures including those listed above. o A total of 245 tube ends received sleeves. o A total of nine tubes were plugged. In conclusion, NNECo appeared quite positive regarding the results of the inspection and seemed to feel that their steam generator program was yielding pcsitive results.
