FEMA-REP-10, November 1985 Gentlemen:

Reference (a) requested a response to a FEMA recommendation to change the Alert and Notification System siren test program in Calvert and St. Mary's Counties to match that of Dorchester County (monthly full-cycle activation), or verify operability of 100% of the sirens in Calvert and St. Mary's Counties immediately following each biweekly test.

Af ter review of siren operability statistics for these ccunties and discussion with the Calvert County Emergency Management Chief and St. Mary's County Civil Defense Director, we do not feel that any changes to the test programs are needed at this time.

The recommended actions will not cause a significant improvement in the Alert and Notification System performance.

Maintenance records indicate that the lifetime operability for the sirens in question is 96% and that operability for the 12-month period ending March 1986 is 97E in that the current test program meets the guidance provided in reference (b), and siren operability exceeds the acceptance criteria (90%) of reference (c), there appears to be no basis for burdening local residents with monthly full-cycle activations or expending additional Company resources to check siren operability immediately af ter biweekly tests.
