Dear Mr. Stello:

The Federal Dnergency Managenent Agency (FDG) has cmpleted an analysis of the pronpt alert and notification system for the Byron Nuclear Power Station in Byron, Illinois, his review has been cmpleted pursuant to FDG rule 44 CFR 350, selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Rev. 1; and Fam-43, the " Standard Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants" (now published as FDR-REP-10) .

he enclosed report entitled " Byron Nuclear Power Station Site-Specific Offsite Radiological Dnergency Preparedness Alert and Notification Systen Quality Assurance Verification" summarizes the engineering design review, incorporates the results of the telephone survey of the public conducted innediately following activation of the alert and notification systen on

, Decenber 3,1985, and confirms the adequacy of the applicable evaluative criteria fran NUREU-0654/FDiA-REP-1, Rev.1, and FDM-43.

Based on the engineering design review and the results of the telephone survey, FEMA has determined that the alert and notification systen installed around the Byron Nuclear Power Station satisfies the requirements of NURED-0654/

FEMA-REP-1, Rev.1, and FEMA-43. herefore, there is reasonable assurance ~

that the system is adequate to pronptly alert and notify the public in the event of a radiological emergency at the site. We caveat on the alert and notification contained in the 44 CFR 350 approval dated Septenber 12, 1984, is now removed. Governor James R. R ompson of Illinois has been advised of this approval.
