STARTUP TEST PROGRAM: NATURAL CIRCULATION TEST

Dear Mr. Denton:

In recent discusaions your staff requestad information on the ability of the operators to recognize natural circulation and operate the plant during the natural circulation startup test.

Simulator training was conducted to provide a high degree of confidence that the operators can recognize and perform during the natural circulation test.

The simulator, delivered in 1980, has been used for training and testing reactor operators ard trial use of plant operating procedures, including natural circulation emergency operating procedures.

Its models were developed by Singer-Link under the supervision of a licensed individual employed by Singer-Link. The simulator's performance was reviewed during acceptance testing by three Georgia Power operators (two senior reactor operators and one reactor operator) licensed on a Westinghouse plant. Natural circulation simulator training included participation in the initiation, maintenance, and recovery from the natural circulation mode.

One of the purposes of performing natural circulation testing at the VEGP is to gather data for benchmarking the simulator; this commitment was made in our response to Q640.98. The other, as noted in our response to Q440.98, is to obtain plant data for primary core differential temperature and calorimetric flow at lower power level.
