In rece1t discussions with your staff, n request was made to provide supplemental information to clarify position changes reflected in Revision 8 to the Emergency Plan.
As a result of the reorganization process, the emergency response position titles and their functions have remained unchanged, see Attachment 1.
The majority of the changes are the result of a change in organizational titles with no change in assignment of individuals. A few individuals assigned do not in all instances have the same organizational titles as the individual that they replaced. The functions of the emergency response positions have remained unchanged. The individuals assigned to emergency response positions have been determined to be competent to perform their intended functions. reflects changes to the Emergency Plan which completes the documentation of the reorganization. These changes will be included in Revision 9 which is ncheduled for January 1987.

Private organizations that supply engineering, health physics, and general emergency support are listed below.
Southern Company Services, Inc., (SCS) Birmingham, Alabama.
Alabama Power Company, Birmingham, Alabama.
1 Westinghouse, Pittsburgh, Pennsylvania.
Institute of Nuclear Power Operations (INPO), Atlanta, Georgia.
SCS serves as the primary engineering and design organization for the plant.
GPC purchased the nuclear steam supply systems for the plant from Westinghouse.
Westinghouse continues to provide operations support to the company in plant modifications, licensing, and engineering.
As a member of INPO, GPC is provided with INPO's emergency response manual.
This manual identifies the quantity of personnel that various organizations (utilities, service companies, and reactor vendors) could reasonably be expected to make available in response to a request for emergency support.
As referenced throughout this Plan, a number of offsite GPC departments may be involved in the emergency response effort.
Theue departments have, where appropriate, developed separate nuclear emergency response plans and procedures governing their emergency functions.
Coordination of these plans to ensure a consistent integrated response is the responsibility of the gg Nuclear Training, Emergency Preparedness, and Security Department and Nuclear Engineering Department staff.
These 2
specific plans include:
Corporate Emergency Plan, controlled by the 9
Nuclear Training, Emergency Preparedness, and Security Department.
Emergency Communication Plan, controlled by the Public Information Department.
VEGP Security Plan, controlled by the nuclear security manager.

A referral to the telephone book advertisement for l2 further emergency information.
m Finally, the Vogtle emergency information brochure will be made available within the EPZ to transients at commercial establishments, churches, the motel, the Girard School, hunting clubs, Creek and Cowden Plantations, and the Plant Vogtle Visitors Center, and through residents whose land is used by nonresidents (e.g., the occasional nonresident hunter).
Outside 6
the EPZ, the brochure will be made available to timber company offices and the Seaboard Coastline Roadroad for distribution to their employees who enter the EPZ on company business, and to the Augusta Office of the Agricultural Stablization and Conservation Service for distribution to farmers who farm, but do not reside, in the EPZ.
G.2 Emergency News Center Operations l5 The emergency news center (ENC) will be the principal point of contact with the news media during an emergency.
The ENC will accommodate public information representatives from Georgia Power Company (GPC), State, local, and Federal response 1
agencies.
News releases and media briefings will be coordinated to the maximum extent possible.
GPC will utilize the Corporate Headquarters Building at 333 Piedmont Avenue, Atlanta, Georgia to serve as a temporary l5 information center until the ENC in Waynesboro (Burke County Office Park) is activated.
Once activated, the ENC becomes the principal location for dissemination of information about the emergency.
This facility is located approximately 15 mi from the plant and can accommodate a large number of reporters.
Principal GPC contacts for the media will be the emergency news center director and the designated company spokesperson.
The company spokesperson position is filled by individuals who under normal operations, hold the titles of manager, engineering liaison and radiological safety (primary),
- manager, radiological safety (alternate), and manager, nuclear safety and Sgg licensing (alternate).
The company spokesperson has access to all information and telephone contact with the emergency director in the EOF.
He briefs the media on plant status and company emergency activities.
In addition, technical briefers have been designated who can provide general and background information as appropriate to reporters at the ENC.
Further information on the public information organization and information flow to the public during an emergency is available in appendix 8.

At this time, transfer the job functions of Director of Corporate Response and management of the Corporate Emergency Organization to the General Office Operations Center Manager.
B.2 Corporate Emergency Preparedness Staff The Corporate Emergency Preparedness staff will be available to advise and assist the Director of Corporate Response and/or the General Office Operations Center Manager in-the implementation of the 2 Corporate Emergency Plan.
The Corporate Emergency Preparedness staff will be available on a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day basis until the emergency has terminated.

Coordinate the transmittal of engineering modification / design documents (specifications and drawings) to the site staff, construction, and procurement groups.
B.7 Administrative / Logistics Manager 1.
The Manager, Nuclear Support will normally assume the duties and responsibilities of the Administrative / Logistics Manager.

The duties and responsibilities of the Public Information Manager are as follows:

In the early hours of an emergency, report to and maintain communications with the Director of Corporate Response, or his/her alternate.
b.
Determine degree of Emergency Communications Plan activation and initiate activation as necessary.
c.
When the EOF is activated, go to this location to serve as liaison between the Emergency Director and the Emergency News Center.
B.10 Emergency Communications Director 1.
The Speech and Information Services Supervisor will normally assume the responsibilities of Emergency Communications Director.
If he/she is not available, the line of succession is as follows:

The duties and responsibilities of the Emergency Communications Director are as follows:
