Dear Ms. Season:

Millstone Nuclear Power Station Unit Nos. 1, 2, and 3 Relocation of local Public Lacument Room On July 7,1988, the Nuclear Regulatory Commission (NRC) published a notice (Reference (1)) of intent to relocate the local public document room records collection for the Millstone Nuclear Power Station.

The Waterford Public Library, which has served as the NRC local public document room since August 1971, can no longer accommodate the large number of records considered by the NRC in the licensing and regulation of the Millstone Nuclear Power Station.

In Reference (1), the NRC Staff stated that the following factors would be considered in selecting a new location for the local public document room:

1.

Whether the institution is an established document repository located within 50 miles of the nuclear facility with a history of impartially serving the public.

2.

The physical facilities available, including shelf space, patron work space, and copy equipment.

3.

The willingness and ability of the library staff to maintain the local l

public document room collection and assist the public in locating records.

4.

lhe nature and extent of related research resources, such as government documents.

The public accessibility of the library, including parking, ground transportation, and hours of operations, particularly evening and weekend hours.

The proximity (within 50 miles) of the library to the Millstone Nuclear Power Station located approximately five milos southwest of New London, Connecticut.

7.

The proximity of the library to existing user groups of the collection, if known.

Based upon the above criteria, Northeast Nuclear Energy Company suggests that the following institutions may be able to serve as potential locations for the new local public document room.
