The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
REACTOR BLOWDOWN At 9:59 p.m. on November 29, 1977, a Target-Rock relief valve opened with i
the reactor at 22% power. The opening was apparently caused by a ground in the DC cable going to the valve interacting with the DC ground detector.
The reactor was manually scrammed. The licensee is replacing the valve and attempting to localize and correct the ground.
A plant startup is expected by December 1, 1977.
Media interest is expected because of media attention to operational events at i
j Millstone. The State of Connecticut has been informed. A press release is not planned by the licensee or NRC.
