.In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-77 and DPR-79, to change the technical specifications of Sequoyah Nuclear Plant units 1 and 2. The proposed change revises the maximum allowable response times for alignment of safety injection system (SIS) valves between the charging pumps, the volume control tank (VCT),

and the refueling water storage tank (RWST). The proposed technical specification changes are identified in enclosure 1. The justification for the proposed technical specification changes is.provided in enclosure 2. A safety evaluation performed by Westinghouse in support of the proposed technical specification changes is provided in enclosure 3. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR Part 50.92 is provided in enclosure 4.

i- This. technical specification change is determined by TVA as an item required for approval before Sequoyah restart. As such, you are requested to take any and all actions available to you to expedite the review and publication of the i proposed change. TVA will make available the necessary resources to respond to questions resulting from an expedited NRC review.

Enclosed is a check for the $150 amendment application fee required by 10 CFR Part 170.12.
