We have reviewod the requirenonts for suhnitting material to support the exam ard, although we have been pretnring for the new 100 roqualification exam format throughout 1988, we will not be able to moot all of the requircents specificd in the July 22 letter by August 24, 1988.

'Iho following is a description of actions NSP has taken to date to prepsre for the ncu roqualification exam formt ard also a description of our action plan to prepare the mininum number of specificd test items noodod to support a Imc administered roqualification exam. Dcginnirg with the 1988 roqualification training cycle, ten systems considered to be irportant to safety were selected for traininJ during 1988. Revised loamirg objectives kere prrpsrod for each tcpic presented during rcqualification training in 1988. Training settings in:1ude: classrecra lecture, plant walk-throughs, tours, ard sirulator exercises. To date, five cpen reference quizzes and four static sirulator quizzes have been administered. One acklitional static sirulator and one cpen reference quiz will be administered prior to the annual kritten and cperatirg examimtions which begin the week of septaixtr 19.

An action plan to pretnre for the row roqualification exam formt wns initiated early in 1988.

In acklition to the approxirately 50 questions prepared for the roqualification quizzes, an additional 100 questions will have been drafted by August 13.

t' Mr. Bert Osvis Page 2 August 9, 1988 meet all of the criteria specified in Revisien 5 of ES-601 of IURDG-1021 (Operating Licensirg Stardards) and the 100 drafted questions have not yet been reviewed ard approved by facility unmgement, consequently, approximately 65 cpen refannoe and static simulator qacstions will be ocmpleted by August 24. Our plan is to continue producing 30 to 60 written test questions per ncnth until a minima of 700 open reference test itas are available.

Although Prairie Island has over 100 sinulator scenarios available for use in trainirg ard evaluation, none of the scenarios confom to the exact specifications listM in Revisim 5 of ES-601 of IURDG-1021 or guidance contained in guidelines distributed at the imC/NUMARC workshop corducted on July 26 and 27, 1988. We expect three to four scenarios can be prwW by August 24 that conform to the new requirements. Fifteen scenarios will be ccmpleted by March 31, 1989.

To produce the 75 Job Perfomance Measures (JINS) required to support the plant walk-through portion of the operating test, approximately 100 tarJcs have been identified for which JINS will be prepared. A fornat for the JIHs has been preparTd.

Five JFNs are expected to be ccrpleted by August 24.

Our goal is to produce ten JINS per month until a mirdun of 75 are devolcpod.

We plan to have a car:plete set of test items prepared by thIrh 31, 1989 and will be prepared to fully support the NRC administered exam after that date.

Additional test items will be prepared to support roqualification training corducted in 1989.

To pmpare our trainity and operations staff to develcp and administer the revised requalification exams, a trainirg plan was impl;mented in 1988. In February ard March all cperations instructors ard supervisors attended contiruirg sinulator instructor trainirg. On July 26 ard 27, the Prairie Islard General Superinterdent of Operaticns, the General Superintendent of Trainirg, and the Operations Training Supervisor atterded the ICMARC/!mC workshop on the new requalificaticn exam format. Durirg August, all operations instructors and supervisors attended a three day course on kTiting open reference exam questions, preparirg simulator evaluation scorarios, and developirg JINS.

In yk11 tion to the extensive pIrparations required to prcduce test iter:s to support the scheduled NRC examinations, Prairie Islard Unit 1 will be refueltd durirq Septer1ber, facility requalification exans will be administered frm the week of Septerter 19 through the week of October 24 and INFO will be conducting an evaluation of Prairie Island operations the week of October 10 aM 17. 'Ihe INPO evaluation will include a week 1cng enhanood sirulator cbservatico where two crews of cperators and trainers will receive a oceprehensive evaluation of crew ard trainirg effectiveness.
